Strengths

Enhanced Mobility: Following a late 2025 buff, his Skill 2 cooldown was significantly reduced (8-6 seconds), allowing for more frequent dashes and safer harassment, with enhanced movement speed upon returning to his hat. Improved Ultimate Reliability: His ultimate projectile can no longer be blocked by enemy heroes, and its faster animation makes it harder to dodge, ensuring more consistent damage output in team fights. Item Synergy: Harley excels with items that boost his magic penetration and damage speed, such as Genius Wand, making him a consistent threat against heroes lacking defensive items.

Weaknesses

Tanky/Sustain Lineups: Harley struggles to burst down high-HP or tanky heroes, making team compositions with tanks like Baxia or high sustain heroes difficult for him to handle.
