Harley is best with heroes who can disrupt the enemy formation like Akai and Khufra. He can follow them into the fight and burst down the squishy targets.
Strong Against
Harley counters squishy heroes with poor mobility, such as Cecilion and Ixia, since he can deal burst damage while being on the move.

Harley is countered by tanky heroes like Lolita and Uranus, because Harley can't deal enough meaningful damage to them and they can block and tank his Ultimate for their teammates.
