Overview
You can always count on Valir whenever you wish to play mage hero in a Roam position if you can't get the Middle lane Position. Valir can help support CC or assist the Gold Lane to give distance and push the enemy to their baseline.
Strengths
In the early game, suggest to build items for Mana Regen and CD reduction. Best fot Valir is to max the CD with small increasing of Magic Power. The trinity item I always have for him is the Enchanted Talisman, Glowing Wand & Sky pierce if ever you wish to do some damage and some serious push CC actions
Weaknesses
Counter for him are usually the burst damage hero if ever you could not place good distance to yourself, that is why Flicker is your bestfriend battlespell to lessen the chances of getting killed
CD + PWR
Your priority ismake sure to get enough Mana and CD to sustain your standing and to support teammates with the help of your passive skill. Then on the late game time you can do some heavy damage to opponents
Mage (CD and Power)
Maximize the play on CD and Mage benefits (1) inspire and Temporal reign will serve as your opportunity to spam your Skills +SS (2) Weapon Master a small percentage can always increase your chance of winning

To counter or lessen your death and also position yourself easily when wishing to CC or do some damage
