Faster Rotation
You use Wilderness Blessing on Cici mainly for faster rotations, better ganks, and stronger objective control when jungling or playing aggressively around the map. It makes her harder to escape and allows her to show up in fights earlier than the enemy.
Battle Spell
Vengeance is used for Cici because it lets her survive dives, amplify her damage through reflect, and synergize with her sustain-heavy kit, making her far harder to burst down in both 1v1s and team fights.
