Overview
Kagura is an A tier mage hero overall but in the hands of a master/pro, she is an S tier hero that could easily turn the tides of war when your team needed it most. Her full kit allows her to be either a DPS mage or a Burst mage. This build is for the burst mage because it is the easier way to learn her mechanic.
Strengths
Kagura has good range with her umbrella backed with a higher than average damage for a mage/mid lane role. She has capabilities to chase down enemies even when they have mobility skills and she also has immunity for almost every CC skill when her 2nd skill(dash) is used with her umbrella on hand. A combo from a fully kitted Kagura is capable of bursting down even a tanky/sustain Fighter heroes.
Weaknesses
Kagura is a mage at the end of the the day so if she gets stunned or missed her immune skill, then she can be dealt with by a high damage dealing hero. Her skills cooldown also plays a big role in determining if she gets a kill or gets killed.
Burst Kagura
This build is made to compliment the emblem used and Kagura's own damage potential. The Glowing Wand is interchangeable with Genius Wand if the enemy doesn't have many sustain heroes and should the need for more damage arises. In late game situation which is 18 minutes and above, you can sell the Arcane Boots for either Winter Crown for safety during team fights or Immortality as insurance in case you get locked on by the enemy team.
Burst Build
This is a specific build for a burst damage Kagura. The adaptive penetration can from the assassin emblem can help Kagura to secure kills in the early game without the need of high damage items. The lethal ignition also helps with making sure that Kagura can get a kill even if the enemy manage to get under their turret with a slither of HP left.
Battle Spell
To further help Kagura with mobility for either a chase or repositioning, Flicker is the best spell due to her burst build already being capable of taking down enemies with ease. If her combo and timing is mastered, Flicker can be used to further enhance her "pulling" / "trapping" skill.

During late game, Kagura should focus on utilizing her burst damage. If the roamer for the team is a Setup Tank(Tigreal, Khufra, Atlas, Gatot, Grock), then focus on performing the basic combo and deal damage to the group of enemies that has been stunned by the roamer. If the roamer is a Pickoff Roamer(Hilda, Khaleed, Chou, Jawhead) or a Support Roamer(Angela, Estes, Rafaela, Floryn), then play like an Assassin by hiding in bushes and waiting for either the enemy core or marksman to be offside to take them out before your team can initiate team fight.

Watch Out For Lylia
40% counter win rate
Lylia's ultimate skill can be a trump card to escape from Kagura damage since Kagura can only perform her burst combo once before it goes on cooldown while Lylia can still deal damage after she uses her ultimate.
