
Overview
Julian is a quite versatile hero I use him on EXP/JUNGLE/MID and sometimes Gold lane, but I mostly use him on Jungle because he can get his items faster. By the time I was making this guide I'm a 400 matches Julian.
Strengths
His early game level 3 has a significant advantage because he can combo immediately in early game and also farm faster with his enhanced first skill. Do not fight immediately if ur not level 3 because U don't have that much dmg in just 2 skills.
Weaknesses
In my experience his weakness is when U don't hit Ur skills U don't get that 15%+ hybrid Lifesteal and spamming his skills like a maniac. He's also vulnerable to crowd control after doing a combo.
Full Damage Build
Julian basically has a inbuilt sustain in his kit, it's because his passive gives him 15%+ hybrid Lifesteal per skill hit (upto 45% hybrid Lifesteal) so Julian doesn't need sustain items. The calculation for the healing of Lifesteal is (Total DMG) × (Lifesteal/spellvamp) = (HP Recovered) so going full damage makes Julian a Lifesteal god.
Mage Emblem
I use swift for faster basic attacks, Seasoned Hunter for faster jungling clear and war cry for that extra 8% dmg when U hit an enemy hero with skills/basic attacks 3 times.
Battle Spell
Ofc use retribution when Ur using jungle Julian
Early/Mid/Late
Tip in early is to farm fast and get kills but if you're behind u should just farm to avoid getting feed. Tip in mid is to eliminate/kill dmg dealers and in the late game you'll mostly get all of your items so target the enemy back lines hide in the bushes to make a suprise attack this is very good for the team because it eliminates dmg dealers and makes the enemy team a disadvantage.

Xavier stuns the enemy with his second skill + first skill combo then Julian combos them and the passive forsaken light boosts their stats.
