Overview
Ling got buff gaining 70% Attack Speed ratio (from 30%). So his main damage comes from his BASIC ATTACK + 2ND SKILL. while ultimate is used to chase down enemies and finishes up kills or to get away from difficult positions.
Strengths
Heavy CHASE heroe. Main prey are all mages and heroes lacking in movements skill.
Weaknesses
Lockdown heroes such as Franco, Saber, Moskov adn very tanky heroes like Fredrin, Grock, Uranus
Chase/Burst
Corrosion Scythe can be substituted with Windtalker. However if you choose Corrosion Scythe, it has more damage output and faster basic attack due to Corrosion Scythe passive. It also slowed down enemy so you can deal more damage.
Burst / Chase
War Cry is first option, if you still having trouble to ling movements, you can choose Quantum Charge to add more health.
Battle Spell
Retribution blue -> to add movement speed to chase down opponents
Early Game TIPS
Farm all the jungle and avoid every teamfight unless it is a >80% secured kill. This is because ling has a very low damage output under 5 minute mark.
Mid to Late game TIPS
Chase down either MM or MAGE whoever used movement skills or activate their movement spell first. Hold Ultimate until the very last second to finish the kill and charge energy to fly away (back to our territory).

100% counter win rate
Its Ban Saber or do not pick Ling. Period.
