kagura strength is high mobility, strong burst damage, and excellent crowd control (CC) via her umbrella, allowing her to poke, chase, and escape effectively with frequent dashes and a built-in purify (passive)
Weaknesses
High Skill Ceiling: Demands precise mechanics to maximize potentially Mana Intensive: Can drain mana quickly if played inefficiently. Vulnerability: Can be burst down if caught without her umbrella or escape options. Teamfight: Becomes a "minion" after using her combo until her skills reset.

this the most best item I create.. early game poke enemy with her first skill after get sky piece you can go solo kill enemy with her combo ( but you need to keep your distance from hero all skill have CC)
Low CD, DAMAGE, POKE
if enemy pick to many CC hero , you can use this item. because magic boots, wishing lantern and enchanted talisman have a reduction CD make kagura can use her second skill twice
BURST DAMAGE, LATE GAME
my opinion, this item 50/50 for early game but at late game this item eat go far for counter mm, mage and assassin. (prefer for team fight)

KAGURA BUILD
Early game isu S1-S2-S2 constantly to poke and annoy enemies, leveraging the passive stun. Positioning use S2 to reposition after a combo; throw umbrella backward to use it as an escape route. Glowing Wand helps with wave clear; Arcane Boots or Mana Boots are good choices. Take Flicker if you struggle with survival, as it helps when your S2 is on cooldown.

I think she don't have any counter when fall in right player .. but tank is really hard to kill
